What the 0201 series covers
The Human Resources Management series, GS-0201, covers two-grade interval administrative positions that manage, supervise, administer, advise on or deliver human resources products and services. It is classified under OPM’s job family standard for the human resources group, GS-0200.
The basic title is Human Resources Specialist. Generalists, who provide a wide range of HR services, carry the basic title alone, as do jobs that mix two or more HR functions with none predominating. Specialists, who apply broad HR knowledge to a narrower set of services, add a specialty in parentheses.
The ten specialty titles in parentheses
The standard defines ten specialties. Name yours on your resume: announcements are usually written for one of them.
- Information Systems: building and running HR information systems where HR knowledge, not IT, is the main requirement
- Military: adapting military HR concepts to the needs of military departments and organizations
- Classification: position evaluation, deciding pay system, series, title and grade, and advising on position and organization design
- Compensation: pay and leave administration, and advising managers on pay flexibilities to recruit and retain staff
- Recruitment & Placement: recruiting, examining, selecting and placing employees, job analysis, and workforce planning and analysis
- Employee Benefits: retirement, insurance, health benefits and injury compensation guidance for employees, annuitants and survivors
- Human Resource Development: planning, running or evaluating programs that develop employees and manage learning
- Performance Management: helping managers plan, monitor, rate and reward performance, and running award programs
- Employee Relations: advice and case work on conduct, performance, attendance and dispute resolution
- Labor Relations: working with unions that represent federal employees, and negotiating and administering labor agreements
Qualification requirements by grade
The 0201 series uses OPM’s group qualification standard for administrative and management positions, and OPM lists no individual occupational requirements for it, so no particular degree field is required. The standard’s table sets these minimums:
- GS-5: a four-year bachelor’s degree in any field, or three years of general experience, one of them at least equivalent to GS-4
- GS-7: one full year of graduate education or superior academic achievement, or one year of specialized experience equivalent to at least GS-5
- GS-9: a master’s degree, two full years of graduate education, or a related LL.B. or J.D., or one year of specialized experience equivalent to at least GS-7
- GS-11: a Ph.D., three full years of graduate education, or a related LL.M., or one year of specialized experience equivalent to at least GS-9
- GS-12 and above: one year of specialized experience equivalent to at least the next lower grade; education cannot substitute
Combining education and time-in-grade
Up to GS-11, education and experience can be combined as percentages that must add up to at least 100 percent; only graduate study beyond what the next lower grade requires counts at GS-9 and GS-11. At GS-12, your resume alone has to show a full year of work at the GS-11 level, which is why dates and hours matter on every job.
Current and recent General Schedule employees moving up in the competitive service also face time-in-grade: 52 weeks in a position no more than one grade lower before advancing to GS-12 or above. OPM proposed eliminating this restriction in May 2026; it was still a proposal when this page was updated, so check what the announcement says.
What reviewers look for at GS-12
Reviewers compare each job on your resume with the specialized experience statement for the grade. They need to see the work itself, at the right level, in a job with clear dates and hours. A federal title with its parenthetical and grade tells them the level at a glance; private sector jobs need scope and independence spelled out.
The job family standard describes how HR knowledge deepens: from fact-finding on moderately difficult, well-precedented issues with readily apparent solutions, to solving complex, interrelated problems, giving comprehensive advisory services, developing new methods and briefing managers so they accept your recommendations. A GS-12 resume should read like the second half: you advise managers on the whole hiring process, design recruitment strategies, solve problems without a ready precedent and check other specialists’ work.

Mistakes to avoid
- Using an organizational title like “Talent Acquisition Lead” instead of the official title, so the reviewer can’t match the specialty.
- Listing GS-9 duties (rating applications, issuing certificates) for a GS-12 job, which asks for advisory and problem-solving work.
- Leaving out hours per week or month/year dates, so a reviewer can’t confirm a full year at the next lower grade.
- Counting a degree toward GS-12: from GS-12 up, only specialized experience qualifies.
- Keeping supervisor contacts, salary and old unrelated jobs, which push the resume past two pages.

Do I need a degree in human resources for a GS-0201 job?
No. OPM lists no individual occupational requirements for the series, so a bachelor’s degree in any field meets the GS-5 education requirement.
How do I qualify for GS-0201-12?
With one year of specialized experience equivalent to at least GS-11. If you’re a current General Schedule employee in the competitive service, you also need 52 weeks in a position no more than one grade lower, unless that rule changes; OPM proposed removing it in May 2026.
What does the specialty in parentheses mean?
It shows which of the ten HR specialties the job focuses on, such as Recruitment & Placement or Employee Relations. Titles can combine specialties, for example Human Resources Specialist (Employee & Labor Relations), and a generalist job has no parenthetical.
Can I apply for a different HR specialty than the one I work in?
Yes, if your resume shows the specialized experience that announcement asks for. Put the work you’ve done in that specialty first in each job.
